A new residential parcel near Bright Hill MRT has moved from tender to award. The Lorong Puntong / Sin Ming Avenue site was put on the market by URA on 25 June, closed on 15 September and was awarded three days later to the highest tenderer, Eco World Development (S) Pte. Ltd.

For people living around Sin Ming, Upper Thomson and Bright Hill, the immediate significance is not that flats or condominium units are suddenly for sale. The award identifies the developer that will take the government land parcel forward. URA’s award announcement does not yet give a project name, construction timetable, unit mix, launch date or selling prices.

01 · What URA awarded

URA’s 18 September tender-award notice lists the parcel for residential development on a 99-year lease. The successful tender price was S$208,099,000, equivalent to S$17,350.26 per square metre of gross floor area according to URA’s published result.

The land parcel covers 4,283.4 square metres and has a maximum permissible gross floor area of 11,994 square metres. URA’s current Government Land Sales listing gives it a gross plot ratio of 2.8.

The award went to Eco World Development (S) Pte. Ltd. as the highest tenderer. That is the formal land-sale milestone: the competitive tender has ended and URA has named the successful bidder.

02 · About 140 homes are estimated — but that is not a final unit count

URA’s site particulars estimate that the parcel can accommodate about 140 housing units. The agency also explicitly notes that the actual number of homes provided by the developer may vary.

That distinction matters. A GLS estimate is useful for understanding the intended scale of a site, but it is not a final project schedule or a promise of exactly 140 units. The eventual development still depends on the developer’s detailed plans and the approvals that follow.

At this stage, there is no official basis in URA’s award notice for claiming a particular apartment mix, tower height, sales launch date or completion date. Those details should be treated as unconfirmed until the developer or relevant authorities publish them.

03 · Why the Bright Hill / Sin Ming location matters

When URA launched the site in June, it described the parcel as being near Bright Hill MRT station. The site sits at Lorong Puntong / Sin Ming Avenue, in the broader Sin Ming and Upper Thomson area.

For residents, that means the story is primarily a neighbourhood-development one: a relatively compact residential parcel has now changed from a future land-sale site into an awarded development site. Over time, the practical questions will be how the final project is designed, how construction is staged and how access works around the surrounding streets.

The proximity to Bright Hill MRT is a confirmed location advantage in URA’s launch material. It does not, however, tell us the final pedestrian access, vehicle access or project layout. Those are details to watch when formal plans become public.

04 · The tender moved quickly from close to award

The Government Land Sales timeline is straightforward:

  • 25 June 2026: URA launched the Lorong Puntong / Sin Ming Avenue residential site for tender under the first-half 2026 GLS Programme.
  • 15 September 2026: the tender closed.
  • 18 September 2026: URA announced Eco World Development (S) Pte. Ltd. as the successful tenderer.

URA’s 15 September tender-closing notice had explicitly said the closing result was not yet an award. The separate 18 September announcement is therefore the decisive update: the bid evaluation is complete and the site has been awarded.

05 · What the S$208.099m tender price tells us — and what it does not

The tender price is a confirmed land-sale figure, not the eventual market value of the completed homes. URA reports both the total bid — S$208.099 million — and the price per square metre of gross floor area — S$17,350.26.

Those numbers are useful for comparing government land bids, but buyers should not convert them directly into a future selling price for individual homes. A completed project’s economics also involve design, construction, financing, approvals, marketing and other costs that are not described in the tender-award notice.

Likewise, the award does not itself confirm whether the final scheme will be positioned at any particular market segment. Until a project is formally unveiled, claims about unit pricing or buyer profile remain speculation.

06 · What nearby residents should watch next

No immediate action is required from residents simply because the tender has been awarded. The useful next checkpoints are likely to be the developer’s project announcement and any publicly available planning or construction information that follows.

People in Sin Ming, Bright Hill and Upper Thomson may reasonably want to watch for:

  • the final development name and confirmed number of homes;
  • site layout and access arrangements;
  • construction timing and any traffic-management details;
  • the eventual sales launch and unit mix, if and when the developer announces them.

Until those details appear, the safest description is simple: the land sale is complete, the parcel is intended for residential use, Eco World Development (S) has won the tender, and URA’s current planning estimate is about 140 homes.

07 · The site remains part of Singapore’s wider GLS pipeline

URA’s current GLS page now marks Lorong Puntong / Sin Ming Avenue as Awarded. The parcel had previously been referred to simply as Lorong Puntong in the first-half 2026 GLS programme, and the current listing identifies the full Lorong Puntong / Sin Ming Avenue name.

The award is one step in Singapore’s continuing state-land pipeline rather than a standalone housing policy change. For this neighbourhood, though, it is the point at which a planned residential site gains a named developer and a confirmed land price.
